Dick Swanson

Dick Swanson has over 30 years of government finance experience. This experience includes serving as a consultant, Chief Financial Officer, and an elected official.
 
While at Deloitte for ten years, Dick served as a consulting partner in the public sector industry group. In fact he led the firm’s Transit Industry Group and directed all West Coast public sector and transportation consulting engagements. He held national responsibility for coordinating public transportation related engagements and was the firm's national representative to the American Public Transit Association and the International Mass Transit Association. His particular expertise is in financial planning, performance auditing and organizational and efficiency improvement studies. He also served as a government finance consultant in his own firm for thirteen years. Dick is an excellent project manager due to his experience leading dozens of large and complex projects.
 
Dick served over three years as the Chief Financial Officer of the Alameda County Congestion Management Agency (ACCMA). Prior to that he served two years in a consulting capacity as ACCMA’s investment advisor. As the CFO, Dick was responsible for all aspects of finance operations, budgeting, treasury, policies and procedures, and accounting.
 
Dick served as an elected City Council Member for the City of Mill Valley for eight years, including one year as its Mayor. As a result of this experience, Dick is able to foresee the impact of staff actions and is able to discuss complex financial topics in a way that is understandable to non-finance individuals.

• Frequent speaker on topics of financial capacity and long term financial planning

Dick received his BA in Economics from the University of California, Berkeley. He also received his Masters in City and Regional Planning and Masters in Business Administration from the same university.
