​Kirk is a Certified Public Accountant in California and Ohio. He has over 30 years of experience providing audit and accounting services to local and Federal governments and to nonprofit agencies. As an audit manager, Kirk has supervised audits of all sizes. He has also served as finance director for a nonprofit agency.

• Senior Auditor/Consultant, Kevin W. Harper CPA & Associates, 2007 – Present:
  • Alameda County: Served as senior auditor on single audits. Responsible for testing of internal controls, compliance, analytic reviews, drafting auditors’ reports, schedules and notes.
  • Port of Oakland: Served as senior auditor on single audits and deferred compensation plan. Responsible for testing of internal controls, compliance, analytic reviews, drafting auditor reports, schedules and notes
  • Alameda County Social Services Agency
  • Alameda County Health Care Services Agency
  • Monterey County Department of Social Services
  • San Mateo County Human Services Agency: Reviewed hundreds of audit reports submitted by non-profit organizations receiving funding from the counties for proper reporting under the Uniform Guidance. Performed risk assessments of hundreds of federal sub recipients.
  • City of Richmond: Internal audit of the effectiveness of policies and procedures of the Code Enforcement department.
  • San Mateo Medical Center: Performed internal controls and cash audit to quantify fraud loss. Produced a report of findings and recommendations for process improvements. Assisted with annual close of accounting records and preparation of annual financial report.

 

• Interim Finance Manager – Bay Area Black United Fund – 2016-2018
  • Responsible for all finance and accounting operations, including development and monitoring of annual budget, grant reporting compliance, monthly financial statements, cash flow analysis, and monthly reports to Board of Directors.
• Audit Manager – Foxx & Company – 2004-2007
  • ​Conducted audits of school districts, municipalities, local districts and nonprofit clients for local CPA firm in Cincinnati.
